Nancy McIlhaney

Executive Vice President

Nancy McIlhaney joined DeSilva Housing Group in July 2026.  As the firm’s Executive Vice President, Nancy works closely with the CEO to oversee large-scale client engagements and the firm’s strategic business goals within the industry.  Nancy serves as a liaison between the President and Departmental Vice Presidents to ensure efficient operations and collaboration to align with the needs of our growing client base.  

In 2004, Nancy began her affordable housing journey with HUD’s Project-Based Section 8 Contract Administrator for Texas and Arkansas. Over the next 15 year’s she held several positions, including Director of Compliance overseeing Management and Occupancy Reviews and Director of Housing Assistance Payments overseeing voucher approvals. She developed a great rapport with both participating owners and industry groups and became an active contributor to industry stakeholder discussions with HUD.    

For the last seven yearsNancy served as the Director of Compliance for Pathways Asset Management Inc., the management company for the Austin Housing Authority’s PBRA RAD sites.  She oversaw compliance for 16 RAD PBRA properties (six of which were redeveloped and layered with Tax Credits).  She became adept at responding to lenders, investors, and compliance agencies, and gained the perspective of how to maintain compliance in the field as an owner/agent.  

Nancy holds a Bachelor of Arts degree in both Government and History from the University of Texas. She is a Certified Occupancy Specialist, Tax Credit Specialist, and Housing Credit Certified Professional. She has served as both Vice Chair and Chair (active role) of the NAHMA Regulatory Affairs Committee.  

Nancy spends the bulk of her free time watching her two teenage daughters participate in theater and sports. She also enjoys watching or attending live music, sporting events as a Texas Longhorn fan, as well as live theater productions.
